Promote, safeguard, educate, and improve the status, welfare, and professionalism of enlisted National Guard members, veterans, retirees, and families. We will accomplish this by expanding membership, pursuing legislative efforts, and providing resources for civilian employment, education assistance, and emergency support. partnerships.

EANGUT fights for the rights of Utah’s enlisted National Guard members, past and present, while working to improve their welfare, benefits, opportunities, and overall conditions of service.

BX/PX/Ship Store equity-The “One Force” concept — equal facility access for Guard and Reserve members.

Retired Reservist privileges-Commissary, exchange, and medical access for retired reservists before age 60.

Retirement points cap-Remove the 60-point cap on inactive duty retirement points.
Early 2000's
TRICARE Reserve Select changed to a single fee for all reservists. Stopped TRICARE rate increases. WCFA donates more than $260,000 to Guard families.
Early 2000's
IDT points for retirement increased from 75 to 90. Benefits improved for Military Funeral Honors. TRICARE for Life passed for Medicare-eligible retirees; TRICARE Senior Pharmacy program started. Restricted Reserve Account established at EANGUS — $1 of every membership directed there, beginning January 2000.
Today and Beyond
DD 214-1 for National Guard servicemembers implemented — a long-sought standardization. FY25 NDAA delivers pay raises of up to 14.5% for junior enlisted, expanded TRICARE Dental for Selected Reserve members, free Wi-Fi in barracks.

- Burial Equity Act signed into law — equal burial honors for NG/RC. Past Presidents’ Hall of Honor established. Charter Renewals offered to State Associations. Strategic Plan 2022–2027 approved by EC (current mission/vision). DD-214 issued to Guard/Reserve members via updated DoD instructions.
Today and Beyond
Expanded VA Home Loan eligibility for Title 32 service. For the first time in EANGUS history, the Article XII (War or National Emergency Clause) of the Bylaws was invoked; 2020 National Conference cancelled. USAA Foundation provided $1M to WCFA for pandemic grants; USAA donated an additional $2.8M to launch a no-interest loan program for Guard families.

The Major Richard Star Act (MRSA) is one of the most popular bills in Congress, boasting 326 House sponsors and 79 Senate sponsors; more than enough to pass both chambers and go to the President’s desk for signature. Despite these facts, progress stalled for over a year until a couple of weeks ago.
Support the National Guard Relief Act
On May 15, 2026, Representative Brad Finstad introduced the National Guard Relief Act, H.R. 8848, bipartisan legislation to recognize the National Guard Relief Foundation as an official military relief society under Title 10.
Guard & Reserve GI Bill Parity Act
Counts every day of Title 10 and federalized Title 32 service toward the Post-9/11 GI Bill.
